THIS IS A REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research purposes only, to make appropriate acquisition decisions and to gain knowledge of businesses interested and capable of providing the following services: The Department of Veterans Affairs Medical Center- West Los Angeles requires contractors to provide transitional housing services as part of its community-based Health Care for Homeless Veterans (HCHV) program. The HCHV Program, an essential and critical part of Veterans Healthcare Administration is vital for providing a gateway to VA Greater Los Angeles Healthcare System and community supportive services for eligible Veterans who are homeless. This emergency transitional housing program is designed to address the needs of the most vulnerable and at-risk homeless Veterans. 2. The NAICS for this requirement is 624221, Temporary Shelters. The product service code is G004, Social-Social Rehabilitation. 3. Interested and capable Contractors should respond to this notice by August 29, 2024 by providing the following via email only to Solly.Kim@va.gov. (a) company name (b) address (c) business size (e.g. large, small, other than small, Veteran Owned, SDVOSB) (d) phone and email of primary point of contact (e) SAM Unique Entity Identifier (UEI) number (f) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in the attached DRAFT statements of work attached below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information, price per Veteran per month) of the Contractor s experience providing the same or similar services described in paragraph 4 below. (g) The capability statement shall address where the interested respondent(s) have provided these services in the past per the Service Planning Area (SPA) Map attached in paragraph 5 below. (h) The capability statement shall address where the interested respondent(s) may be capable of providing these services per the Service Planning Area (SPA) Map attached in paragraph 5 below (Specifically in SPAs 1, 2, 6, and 8). 4. Required Services. **See attached DRAFT Statements of Work. 5. **See the attached LA County SPA Locations Map. 6. The intended contract period of performance will be for 5-years, estimated at 12/01/2024 11/30/2028.
Background
The Department of Veterans Affairs Medical Center - West Los Angeles is seeking contractors to provide transitional housing services as part of its community-based Health Care for Homeless Veterans (HCHV) program. This program is critical for facilitating access to the VA Greater Los Angeles Healthcare System and community support services for eligible homeless Veterans.

The emergency transitional housing program aims to meet the needs of the most vulnerable and at-risk homeless Veterans.

Work Details
Contractors will be responsible for providing emergency residential services (CERS) for 90 male Veterans across Service Planning Areas (SPAs) 1, 2, 6, and 8. The required services include but are not limited to:
- Providing transitional housing that meets the needs of homeless Veterans.
- Ensuring access to supportive services that assist in reintegrating Veterans into the community.
- Collaborating with local agencies and organizations to enhance service delivery.
- Maintaining compliance with all applicable regulations and standards related to housing and care for homeless individuals.
