Description

Pre-Solicitation Notice This is NOT a request for a quote or proposal. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 4 (NCO4) intends to award a sole source contract for the Coatesville VA Medical Center (CVAMC) to provide services as part of its Community Based Health Care for Homeless Veterans (HCHV) program. The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environment with sufficient therapeutic services to meet the needs of those Veterans. The VAMC will award a five-year Indefinite Delivery / Indefinite Quantity (IDIQ), and the sole source award will remain in effect until 09/30/2030. This contract action is for services for which the Government intends to negotiate with only one source under the authority of FAR 13.5. Interested parties may identify their interest and capability in response to this notice. The North American Industry Classification System (NAICS) for this requirement is 624221 with a small business size standard of $13.5 million. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible sources may identify their interest by submitting capability information by 10:00 A.M., EST, on Wednesday, September 3rd, 2025, to establish the ability of the source to meet this requirement. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs associated with the preparation of responses to this notification. Background
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 4 (NCO4) intends to award a sole source contract for the Coatesville VA Medical Center (CVAMC) to provide services as part of its Community Based Health Care for Homeless Veterans (HCHV) program.

The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in a community-based, residential environment with sufficient therapeutic services to meet the needs of those Veterans. This contract will be awarded as a five-year Indefinite Delivery / Indefinite Quantity (IDIQ) and will remain in effect until September 30, 2030.

Work Details
The contractor will be responsible for providing comprehensive services under the HCHV program, including but not limited to:
1. Designated staff available 24/7 for same-day Veteran referrals and facility staffing.
2. Housing provision for eligible homeless Veterans on the same day, with intake/referral packets completed within 72 business hours.
3. Provision of basic services such as room and board, laundry, meals, respite/safe room, internet/computer access, and transportation for all referred Veterans.
4. Supplemental services addressing housing issues per Individualized Service Plan (ISP), including group activities and financial planning.
5. Case management services documented in each Veteran’s clinical case record.
6. Compliance with Life Safety Codes and reporting of patient safety incidents within specified timeframes.
7. Development of discharge planning summaries and HOMES exit forms for each Veteran leaving the program.
8. Monthly reporting requirements including documentation submission within specified timelines.

Period of Performance
The contract will be performed over a five-year period from the date of award until September 30, 2030.
