This is a Solicitation #36C26225R0022 for the VA Greater Los Angeles Healthcare System that requires Transitional Housing Services as described in the attached solicitation. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
Background
The Department of Veterans Affairs (VA) Greater Los Angeles Healthcare System (VAGLAHS) is seeking contractors to provide Transitional Housing Services as part of its community-based Health Care for Homeless Veterans (HCHV) Contracted Residential Services (CRS) program. This initiative aims to address homelessness among Veterans, a critical issue that the VA has been tackling for over 25 years. The program's goal is to provide safe and stable living arrangements for homeless Veterans, facilitating their transition to permanent housing and engaging them in necessary treatment services.

Work Details
Contractors will provide transitional housing services under two models: the Low Demand Safe Haven (LDSH) model and the Contract Emergency Residential Services (CERS) model. The LDSH model will be located in Service Planning Area (SPA) 1 - Lancaster, offering a 24-hour staffed residence with private or semi-private accommodations for hard-to-reach, chronically homeless Veterans. The CERS model will operate in SPAs 2 - Valley, 6 - South Los Angeles, and 8 - San Pedro, targeting Veterans transitioning from street homelessness or institutional discharges. Key tasks include:

- Providing housing and supportive services to up to 10 male Veterans in SPAs 1, 2, and 6, and up to 20 male Veterans in SPA 8.
- Ensuring same-day access for eligible Veterans through referrals from the HCHV COR Liaison or community-based sources.
- Completing intake and admissions processes that allow for same-day placement into available beds.
- Offering a therapeutic environment that supports recovery goals and addresses underlying factors contributing to homelessness.
- Maintaining compliance with safety codes and reporting any incidents involving Veterans within specified timeframes.

Period of Performance
The period of performance for this contract is from September 15, 2025, through September 14, 2030.

The services will be performed in various locations across Los Angeles County, specifically in Service Planning Areas (SPAs) including Lancaster (SPA 1), Valley (SPA 2), South Los Angeles (SPA 6), and San Pedro (SPA 8).
