FY27 Treatment Services: Eastern District of Texas

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs).

The goal is to provide necessary treatment services for those who are drug-dependent, alcohol-dependent, or suffering from psychiatric disorders. This procurement is aimed at enhancing the support provided to individuals under the supervision of the U.S. Probation Office and U.S. Pretrial Services Office.

Work Details
The contractor will be responsible for providing a range of treatment services including:
1. Urine Collection, Testing, and Reporting: This includes non-instrumented drug testing methods that do not require laboratory instruments for initial analysis. The vendor must ensure secure collection areas, proper training for collectors, and adherence to safety precautions.

2. Mental Health Treatment: Services must be accessible and accommodate the schedules of defendants/persons under supervision, potentially requiring evening hours.

3. Compliance with all requirements outlined in Sections B and C of the agreement, including maintaining confidentiality and providing timely notifications regarding any violations or issues with defendants/persons under supervision.

4. Participation in case staffing conferences with U.S. Probation Officers to discuss treatment goals and progress every 30 to 90 days depending on risk levels.

Period of Performance
The contract will commence on October 1, 2026, and will last until September 30, 2027, with an option for unilateral extensions for up to four additional years at twelve-month intervals.

Place of Performance
Services will be performed in the Eastern District of Texas, specifically in areas such as Paris, TX.

Bidder Requirements
Bidders must demonstrate that they can provide services within the designated catchment area with a physical facility available for use. Additionally, service providers must employ professionals who meet specific experience and credentialing requirements as outlined in the solicitation documents.
