FY27 Treatment Services: Eastern District of Texas

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs).

The purpose of this contract is to provide necessary treatment services, including substance use assessments and counseling, to support the rehabilitation of individuals under federal supervision. The contract period is set from October 1, 2026, to September 30, 2027, with an option for unilateral extensions for up to four additional years.

Work Details
The contractor will provide a range of treatment services including:
- Substance Use Assessments
- Substance Use Counseling (individual, group, and/or family)
- Urine Collection, Testing, and Reporting.

Services must accommodate the schedules of defendants/persons under supervision, potentially requiring evening hours. The vendor must ensure that all services are provided by qualified professionals who meet specified experience and criteria. Additionally, pricing for treatment services must be competitive compared to the vendor's most favored customer. The vendor will also be responsible for maintaining confidentiality and adhering to all applicable regulations regarding service delivery.

Period of Performance
October 1, 2026 through September 30, 2027; with options to extend for four additional years at twelve-month intervals.

Eastern District of Texas, specifically Orange, TX.

Bidder Requirements
Offerors must demonstrate that they can provide services within the designated catchment area with a physical facility available for use. They must employ professionals who meet required experience criteria and ensure that their pricing is competitive. Additionally, offerors must have a physical site within the catchment area and comply with all specified qualifications related to staffing credentials and security clearances.
