FY27 Treatment Services: Eastern District of Texas

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs).

The contract period is set from October 1, 2026, to September 30, 2027, with an option for the government to extend the agreement for an additional four years in twelve-month intervals. The aim is to provide necessary mental health treatment services to individuals under supervision, ensuring compliance with federal regulations.

Work Details
The contractor will provide mental health treatment services which may include:
- Mental health assessments
- Individual, group, and family counseling
- Dual diagnosis counseling.

Services must accommodate the schedules of defendants/persons under supervision, likely requiring evening hours. The vendor must have a facility available within the catchment area and ensure that all services are provided by qualified professionals. Pricing for treatment must be competitive and at least as low as those charged to the vendor's most favored customer. The vendor will also participate in case staffing conferences and provide documentation such as monthly sign-in logs and treatment plans.

Bidder Requirements
