FY27 Treatment Services: Eastern District of Texas

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs). The goal is to provide necessary treatment services from October 1, 2026, through September 30, 2027, with an option to extend for up to four additional years. This initiative aims to support individuals who are drug-dependent, alcohol-dependent, or suffering from psychiatric disorders.

Work Details
The vendor will provide short-term residential treatment services for both male and female clients, including those participating in medically managed treatment (MMT). Services must accommodate the schedules of defendants/persons under supervision, likely requiring evening hours. The vendor must ensure that:

1. They can provide services within the designated catchment area with a facility available for use.
2. Services will be provided by qualified professionals meeting required experience and criteria.
3. Prices for treatment shall be competitive and not exceed those charged to the vendor's most favored customer under similar terms.

Specific tasks include:
- Providing a minimum of 6 hours of structured programmatic activities per weekday and 3 hours of clinical group counseling.
- Monitoring progress and reporting to the USPO/USPSO at least every 30 days.
- Participating in case staffing conferences at specified intervals.
- Notifying USPO/USPSO of any significant behavioral issues or violations by defendants/persons under supervision.

Period of Performance
The contract will be performed from October 1, 2026, through September 30, 2027, with options to extend for four additional years at twelve-month intervals.

Place of Performance
Services will be performed within the Eastern District of Texas, which includes multiple counties such as Anderson, Angelina, Bowie, Camp, Cass, Cherokee, Collin, Cooke, Delta, Denton, Fannin, Franklin, Grayson, Gregg, Hardin, Harrison, Henderson, Hopkins, Houston, Jasper, Jefferson, Lamar, Liberty, Marion, Morris, Nacogdoches, Newton, Orange, Panola, Polk, Rains, Red River, Rusk, Sabine, San Augustine, Shelby, Smith, Titus, Trinity, Tyler, Upshur, Van Zandt and Wood.

Bidder Requirements
Bidders must demonstrate the ability to provide all required services within the specified geographic area. They must have a physical site located within the catchment area and comply with all mandatory experience thresholds. Additionally:
- Professionals providing services must meet specific qualifications and experience requirements.
- Vendors must maintain confidentiality regarding defendant records and comply with federal regulations regarding treatment records.
