Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency's web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use,
2.such services will be provided by professionals meeting the experience and criteria required, and
3.prices of such treatment shall be as low or lower than those charged to the offeror's most favored customer for comparable quantities under similar terms and conditions.

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs).
The goal of this contract is to provide necessary treatment services, including substance use and mental health treatment, to individuals who are under the supervision of the U.S. Probation Office.
The contract period is set to begin on October 1, 2026, and may extend for an additional four years at the government's discretion.

Work Details
The contractor will provide a range of treatment services, including but not limited to:
1. Urine Collection, Testing, and Reporting for defendants in Texarkana, TX and/or Texarkana, AR.
2. Mental Health Treatment for federal defendants/persons under supervision.
3. Services must accommodate the schedules of defendants/persons under supervision, potentially requiring evening hours.
4. The vendor must ensure that all services are provided by qualified professionals meeting specified experience and criteria.
5. The vendor shall maintain confidentiality and comply with all applicable regulations regarding the handling of sensitive information related to defendants/persons under supervision.

Period of Performance
The period of performance for this contract will be from October 1, 2026, through September 30, 2027, with options to extend for up to four additional years in twelve-month increments.

Place of Performance
Services will be performed in Texarkana, Texas and Texarkana, Arkansas.
