Description

The United States Probation and Pretrial Services Office for the Eastern District of Texas intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. Agreements are for the period beginning October 1, 2026 through September 30, 2027, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.

Substance Use Treatment: required services may include, but are not limited to, Substance Use Assessments and Substance Use Counseling (individual, group, and/or family).

On or after June 24th 2026, Request for Proposals (RFP) will be posted on the agency's web page at www.txep.uscourts.gov.

Interested offerors must respond on time to solicitation deadlines and clearly show:

1.they can provide services within the catchment area with a facility available for use,
2.such services will be provided by professionals meeting the experience and criteria required, and
3.prices of such treatment shall be as low or lower than those charged to the offeror's most favored customer for comparable quantities under similar terms and conditions.

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision. The goal of this contract is to provide necessary treatment services, including substance use assessments and counseling, to support the rehabilitation of individuals under federal supervision.

The Blanket Purchase Agreements (BPA) will be effective from October 1, 2026, through September 30, 2027, with an option for unilateral extension for up to four additional years.

Work Details
The contractor will provide a range of treatment services including:
- Substance Use Assessments: Comprehensive biopsychosocial assessments to evaluate substance use history and current needs.
- Individual Counseling: One-on-one sessions focused on addressing substance use issues.
- Group Counseling: Facilitated group sessions aimed at supporting recovery through shared experiences.
- Family Counseling: Involvement of family members in the treatment process as needed.
- Evening hours availability to accommodate defendants' schedules.
- Compliance with all requirements outlined in the Statement of Work, including maintaining confidentiality and adhering to ethical standards.
- Participation in case staffing conferences with USPO/USPSO at specified intervals.

Period of Performance
The contract will commence on October 1, 2026, and will last for a period of twelve months, with options to extend for four additional years at twelve-month intervals.
