FY27 Treatment Services: Eastern District of Texas

Background
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking to procure treatment services for federal defendants and individuals under supervision through Blanket Purchase Agreements (BPAs).

The goal of this contract is to provide essential mental health treatment services, including assessments and counseling, to support individuals who are drug-dependent, alcohol-dependent, or suffering from psychiatric disorders. The contract period is set from October 1, 2026, to September 30, 2027, with options for unilateral extensions for up to four additional years.

Work Details
The contractor will be responsible for providing a range of mental health treatment services that may include:
- Mental health assessments
- Individual, group, and family counseling sessions
- Dual diagnosis counseling

Services must accommodate the schedules of defendants/persons under supervision, likely requiring evening hours. The vendor must ensure that all services are provided by qualified professionals who meet the required experience and criteria. Treatment must be accessible and adhere to the standards set forth in the Statement of Work (SOW). Additionally, the vendor will participate in case staffing conferences with probation officers and document all significant interactions and treatment progress.

Period of Performance
The contract will commence on October 1, 2026, and will run through September 30, 2027. There is a provision for unilateral extensions for an additional four years at four twelve-month intervals.

Place of Performance
Services will be performed in the Eastern District of Texas, specifically in areas such as Orange, TX; Brownsboro, TX; and Prosper, TX.

Bidder Requirements
Offerors must demonstrate that they can provide services within the designated catchment area with a physical facility available for use. They must also ensure that their staff meets all necessary qualifications and experience requirements. Pricing must be competitive and at least as low as those charged to their most favored customer under similar terms. Additionally, vendors must comply with all applicable government regulations outlined in the RFP.
