Requirement Information: FY27 Mission Planning Support Tool (MPST) services in accordance with the attached Performance Work Statement (PWS) dated 08 May 2026.

This Sources Sought Synopsis (SSS) is in support of market research being conducted by the United States Air Force (USAF). This market research is being conducted to increase competition for this requirement by identifying potential sources and to gauge small business interest to determine whether or not this requirement can be satisfied with a Small Business Set-Aside.

The Government will use the information gathered through publication of this SSS to determine the best acquisition strategy for this requirement. The Government is interested in all potential sources including Small Businesses, Small Disadvantaged Businesses, 8(a) businesses, Service-Disabled Veteran- Owned Small Businesses, HUBZone Small Businesses, Women-Owned Small Businesses, etc.

Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the maintenance services in accordance with the attached Performance Work Statement (PWS) dated 08 May 2026. The Contractor shall have the licensing required to perform work on the FY27 Mission Planning Support Tool (MPST).

Background
The FY27 Mission Planning Support Tool (MPST) contract is issued by the United States Air Force (USAF) to support the 72d Test & Evaluation Squadron (TES) at Whiteman Air Force Base (WAFB).
The goal of this contract is to provide maintenance and support services for the MPST system, which is essential for mission planning processes.
This Sources Sought Announcement is part of market research to identify potential sources and gauge small business interest for this requirement.

Work Details
The contractor will be responsible for providing all personnel, equipment, tools, materials, vehicles, supervision, and other items necessary to perform MPST maintenance and support services.
Key tasks include:
1. Providing MPST database and software maintenance to ensure compatibility with upgrades to the B-2 Mission Planning System software and hardware.
2. Installing and verifying MPST software releases.
3. Developing and maintaining custom databases and software for the 72 TES.

5. Conducting modeling and simulation studies to address 72 TES requirements.
6. Generating briefings and reports for MPST evaluations.

On-site Contractor support is expected to be performed during regular working hours (0730-1600) on weekdays, excluding Federal holidays.

Bidder Requirements
Contractor personnel must possess computer programming skills required for MPST software maintenance, with a minimum of two years of operational experience working as or directly with aircrew.
Personnel must be trained on the latest version of MPST and familiar with B-2 aircraft capabilities, survivability, ground and airborne threat systems, and intelligence products for B-2 mission planning.
On-site personnel must have a current background investigation eligible for access to Top Secret information.
