Background
The USNS JOHN ERICSSON (T-AO 194) deactivation contract is issued by the Military Sealift Command (MSC), which is part of the Department of Defense. The mission of MSC is to provide sealift and ocean transportation for the Department of Defense and other federal agencies.

The goal of this contract is to prepare for and accomplish the deactivation, overhaul, or alterations of the USNS JOHN ERICSSON, ensuring that all work is performed in accordance with specified requirements and quality standards.

Work Details
The contractor shall prepare for and accomplish the Voyage Repair (VR), overhaul, or alterations of the USNS JOHN ERICSSON as specified in the Work Item (WI) package provided in Attachment J-1. All work shall be performed at the contractor's shipyard unless otherwise specified.

Responsibilities include:
- Providing necessary management, procurement, production, testing, technical capability and resources;
- Ensuring timely procurement of Contractor Furnished Material/Contractor Furnished Property;
- Using progress measurement systems to determine physical progress;
- Identifying behind-schedule conditions;
- Developing a performance milestone schedule/critical path chart;
- Ensuring quality control procedures are followed;
- Maintaining configuration baselines;
- Managing subcontractor performance;
- Employing sound engineering practices;
- Ensuring compliance with industry certifications such as MSRA or ISO Certification.

The contractor must demonstrate understanding of engineering support requirements, material availability, heavy weather plans, cold weather plans, fire and flooding protection plans, and provide detailed man-hour estimates for each specification item.

Period of Performance
The period of performance will be defined in accordance with the specific requirements outlined in the solicitation but will encompass a timeframe sufficient to complete all necessary tasks associated with the deactivation.

Place of Performance
All work will be performed at the contractor's shipyard unless otherwise specified.
