THIS IS A SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION ONLY. This is not a Solicitation (i.e. Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Health Readiness Contracting Office (HRCO) will contract for the services contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website https://sam.gov/ later, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future solicitation.

RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized below in the description of the requirement. Responses are to contain (1) company name, (2) CAGE code, (4) Unique Entity Identifier (UEI), (4) mailing address, and (5) primary point of contact information, to include telephone number and email address. Of utmost importance: PLEASE PROVIDE ALL SBA SOCIO-ECONOMIC CLASSIFICATIONS. Responses should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of six (6) pages. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted.

DESCRIPTION OF THE REQUIREMENT:

US Army Medical Materiel Agency (USAMMA) provides Medical Materiel Support to all Army Components facilitating optimal healthcare and worldwide medical readiness through Army Prepositioned Sites (APS), Unit Deployment Packages (UDP), Medical Materiel Readiness Program (MMRP), Foreign Military Sales (FMS); and Medical Chemical Defense Materiel (MCDM), the management of on-hand medical materiel inventory, and the provision of technical assistance for medical materiel sustainment operations.

The USAMMA Force Projection Directorate (FPD) provides strategic planning, execution and centralized management of Class VIII contingency materiel as directed by the Headquarters, Department of the Army (HQDA) and the Office of the OTSG under the MMRP and UDP to ensure sufficient medical operating capability and certain follow-on requirements across the globe as needed by the Combatant Commander (COCOMs.)

USAMMA is the largest Department of Defense (DoD) medical materiel agency designed to protect and preserve the lives of Warfighters. USAMMA procures, assembles, stores, and pre-positions medical devices, materiel, and equipment at APS sites that enhances readiness through pre-positioned medical materiel to ensure the highest quality medical care is available for the US Army and DoD and maximizing survival of medical casualties on the battlefield.

USAMMA requires Contractor support to augment its core skills and technologies, which center on conducting life cycle management for commercial and non-developmental items, sustaining, and modernizing the medical force, supporting exercises and contingency operations, and promoting medical logistics information and knowledge. Successful efforts to sustain the force require avenues for the early detection and resolution of medical logistics problems and issues affecting unit and materiel readiness.

USAMMA FPD manages the ordering, packaging and storage of medical materiel and equipment in various APS sites around the globe to issue to deploying units for exercise or real-world missions, procures and maintains UDPs at various locations, purchases and reconstitutes sustainment materiel as necessary that provides material and equipment for medical entities to provide necessary care of battlefield injuries.

This requirement is for the contractor to provide all personnel and management necessary to support US Army Medical Materiel Agency (USAMMA) in this mission. The Contractor shall provide Management Analysis Support Management Analysis Support Services for USAMMA Logistics.

Services to assist in the management of Army Supply Class VIII (SC VIII) Care of Supplies in Storage (COSIS) of Sets, Kits, and Outfits (SKOs), Medical Logistics Support Team (MLST) functions as outlined in this DRAFT PWS and set building process in support of building Medical Materiel and Medical Equipment Sets. The Contractor shall also provide General Management Professional Services in support of USAMMA Force Projection Directorate as outlined in the attached DRAFT PWS from a previous award. Also attached are a list of proposed contractor positions and required levels of skill.

Work Details
The contractor will provide comprehensive Management Analysis Support Services for USAMMA Logistics. Key tasks include:
1. Management of Army Supply Class VIII Care of Supplies in Storage (COSIS) for Sets, Kits, and Outfits (SKOs).
2. Support for Medical Logistics Support Team (MLST) functions as outlined in the Draft Performance Work Statement (PWS).
3. General Management Professional Services to assist the USAMMA FPD.
4. Accessing proprietary data from government agencies or contractors while adhering to non-disclosure agreements.
5. Conducting risk assessments and implementing safety measures according to OSHA regulations.
6. Providing logistics service support across military health care operations during peacetime and wartime missions.
7. Preparing documents in accordance with Army Regulation 25-50, including memorandums and executive summaries.
8. Ensuring compliance with training requirements related to safety, anti-terrorism, information assurance, and privacy laws.

Place of Performance
The contract will be performed at various locations globally as required by USAMMA operations.
