Background
The National Aeronautics and Space Administration (NASA) is seeking to renew its iSiteCMP Enterprise License through a justification for other than full and open competition. The Information Technology Procurement Office (ITPO) is responsible for this procurement, which aims to support NASA's mission needs by continuing the use of a specialized cloud-based Software-as-a-Service (SaaS) platform for contract administration.

Work Details
NASA requires the iSiteCMP service to provide an enterprise solution that assists with contract administration across the Agency. The services include:
- End-to-end contract administration, work planning, monitoring, and resource management.
- Support for initiation, planning, execution, monitoring, reporting, and closeout of contracts and task orders.
- Management of performance metrics, risk management, document management, deliverables management, financial management.
- Customized reporting and agency-specific reporting for both NASA and Contractor communities.
- Provision of a site license for configured instances across NASA with unlimited users.
- Help desk support and full off-site management including configuration services to set up workflows, load data, configure parameters, conduct training, set permissions, manage security groups, develop customized training materials, and define custom reports or development requirements.

Period of Performance
The period of performance for the Blanket Purchase Agreement (BPA) will be 60 months from July 1, 2026 through June 30, 2031.

Place of Performance
The contract will be performed at various NASA locations as required by the nature of the services.

Bidder Requirements
The justification states that MSM Group Inc. is the sole developer and exclusive provider of the iSiteCMP platform. As such, they are uniquely qualified to fulfill NASA's requirements due to their proprietary technology which is FedRAMP-authorized. No other suppliers or authorized distributors exist that can provide the necessary functionality tailored to federal acquisition processes.

This opportunity appears to have a confirmed incumbent based on the existing contract 80NSSC22PB463 awarded to MSM Group for an iSiteCMP enterprise license, support, and associated services for NASA Shared Services Center (NSSC) with a period of performance from 07/01/22 through 06/30/26. The prior award description indicates procurement of the iSiteCMP enterprise license from MSM Group along with support and custom programming services, which aligns closely with the current FY26 iSite Subscription Renewal requirement to continue the same cloud-based iSiteCMP contract administration platform (including configured instances, reporting, and help desk/support).
