FY26 FCI Terminal Island- EMERGENCY SHORING OF TUNNEL

Background
The Federal Bureau of Prisons (FBOP) is issuing a Justification for Other than Full and Open Competition (JOFOC) for emergency shoring of a tunnel at the Federal Correctional Institution (FCI) Terminal Island, located in San Pedro, California.

This action is deemed necessary due to an unusual and compelling urgency that could result in serious injury or financial loss if not addressed promptly. The procurement is critical for maintaining safe and habitable conditions for staff and inmates by ensuring the integrity of the institution's infrastructure.

Work Details
The contractor will perform emergency shoring of approximately 250-foot sections of the underground steam tunnel at FCI Terminal Island.

The work includes installing properly sized timber sets and plywood fastened to these timber sets at 6-foot intervals along the length of the tunnel. This shoring will support existing weight loads, prevent soil movement, and avert structural collapse. The estimated cost for this project is $380,000.
