Background
The U.S. Army Corps of Engineers is issuing this Invitation for Bid (IFB) for the FY26 Duluth Superior Harbor Maintenance Dredging project. The mission of the Corps is to maintain navigable waterways, and this contract aims to ensure the continued functionality of the Duluth-Superior channel by performing necessary dredging operations.

Work Details
The contractor will mobilize a dredge to perform mechanical dredging within specified areas of the Duluth-Superior channel, including:

- Dredge Area 3 (Duluth Anchorage Area)
- Dredge Area 6 (East Gate Basin)
- Dredge Area 11 (Superior Front Channel near Barkers Island)
- Dredge Area 17 (Superior Entry between pier structures and breakwater structures).

The contract includes options for additional dredging in Dredge Area 3 and Dredge Area 14 near the mouth of the Nemadji River. Dredged materials will be placed at the Erie Pier Confined Disposal Facility (CDF), requiring washing to separate fine from coarse-grained sands. Every 10,000 cubic yards (CY) of washed sand will necessitate a sieve analysis to ensure proper separation of materials. The contractor will demobilize upon completion of dredging and material placement.

Place of Performance
Duluth-Superior channel, specifically in designated dredge areas including Duluth Anchorage Area, East Gate Basin, Superior Front Channel, and Superior Entry.
