FY26 BOSS Maintenance

Background
The Department of the Air Force, specifically the 763D Specialized Contracting Squadron at Scott Air Force Base, is issuing this Request for Quotation (RFQ) for the purchase of the BOSS Maintenance Product Support Platinum Plan. This plan is intended to support the Ground Tactical Data Link System (GTS).

The acquisition aims to ensure continued operational capability and support for critical military systems.

Work Details
The contractor will provide the BOSS Maintenance Product Support Platinum Plan, which includes comprehensive maintenance and support services for the Ground Tactical Data Link System (GTS). The contractor must complete the following tasks:
- Fill out all blue highlighted cells in Attachment 1 - RFQ Information Sheet or provide a quote in their own format with equivalent information.
- Ensure all unit and extended amounts are rounded to the nearest dollar and that extended prices are divisible by the quantity of units.
- Complete Attachment 2 - Additional Provisions & Clauses as required.
- Submit a cover letter on company letterhead that includes: a statement confirming quote validity until 31 July 2026, a confirmation of meeting period of performance requirements from 17 July 2026 to 16 July 2027 and applicable option years, company name, address, and point of contact.

Period of Performance
The anticipated period of performance for this acquisition is from 17 July 2026 to 16 July 2027 for the base year, with options for an additional two years: Option Year 1 from 17 July 2027 to 16 July 2028 and Option Year 2 from 17 July 2028 to 16 July 2029.

Place of Performance
The contract will be performed at Scott Air Force Base, Illinois.

Bidder Requirements
The contractor must be capable of providing a technically acceptable proposal that meets all RFQ requirements. They must also ensure that their proposal includes all necessary terms, conditions, representations, certifications, and other required information. Additionally, bidders must confirm they can meet the specified period of performance.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on contract FA445223P0021 awarded to Curtiss-Wright Ds for extended maintenance product support for the contractor’s BOSS system already procured by the Government (period 07/17/23–07/16/26, value $160,497). The current RFQ similarly seeks purchase of the BOSS Maintenance Product Support Platinum Plan to support the Ground Tactical Data Link System (GTS), with a near-continuous period of performance and maintenance/support scope that appears to extend the prior BOSS maintenance/product support effort.
