Background
The U.S. Marshals Service (USMS) is issuing this solicitation for the repair of the Knoxville Cellblock Control Console located at the Howard H. Baker, Jr. U.S. Courthouse in Knoxville, TN.

The goal of this contract is to ensure the functionality of the Folger Adams 3100 Control Console, which has ceased operation due to a suspected failure of its internal transformer during maintenance activities.

Work Details
The contractor will be responsible for the following tasks:
1. Replace the internal transformer for the Folger Adams 3100 Control Console.
2. Ensure that the control console functions as designed and can electronically open all assigned doors.

The contractor must provide all necessary equipment and services to complete these tasks, including certified electricians for installation and testing. All work must be conducted during normal business hours (Monday through Friday, 08:30 AM to 5:00 PM). Additionally, cleared vendor personnel will receive escort access to all cell door locations, and tools must be checked through security upon entry into the building.

Period of Performance
The contract period of performance is from August 21, 2026, to August 20, 2027, with an option for an additional year from August 21, 2027, to August 20, 2028.
