Description

FOR INFORMATION ONLY: This Synopsis is ONLY A NOTIFICATION for a Request for Proposal (RFP) anticipated and forthcoming. All questions regarding this SYNOPSIS should be submitted in writing via email to the Contract Specialist as noted below.

The United States Army Corps of Engineers (USACE) Seattle District anticipates solicitation and award of a Firm-Fixed Price contract resulting from RFP W912DW24R0028. This requirement is a design-build project to design and construct a Parachute and Survival Training Facility at Joint Base Lewis-McCord, Washington.

The Request for Proposal (RFP) will be available as a 100% Small Business Set-aside. The North American Industry Classification System (NAICS) Code is 236220 Commercial and Industrial Building Construction with a $45M size standard. Firms must have active SAM registration at time of proposal submission.

100 percent (%) payment and performance bonds will be required.

Project Description:

Work is anticipated to include design and construction services for a Parachute and Survival Equipment Shop (PSES) with drying tower, administrative space, parachute secure storage, parachute maintenance, packing, and inspection area. Construct an Individual Combat Clothing Equipment (ICCE) Locker Warehouse for storage of issued gear and equipment in ICCE lockers.

Construct Overhead Cover Canopies with adequate clearance for Tactical Vehicles and the Parachute Landing Fall (PLF) training area. Construct an Armory within the existing Marine Corps Reserve Training Center (RTC), Building 9690, for secure storage, maintenance, and issuance of arms.

It is the Army's objective that this facility and improvements will have a life of 25-year prior to requiring major renovation. The design and construction should provide an appropriate level of quality to ensure the continued use of the facility over that time period with the application of reasonable preventive maintenance and repairs. The site infrastructure will have at least a 50- year life expectancy with industry-accepted maintenance and repair cycles.
