The 766 Enterprise Sourcing Squadron (ESS) located at JBPHH, Hawaii has a requirement that calls for personnel in support of the PACAF Assessment and Authorization (A&A) for Federal Information System Management Act (FISMA) and Cybersecurity Hardening. The contractors will work for the HQ PACAF Cybersecurity Office and conduct security assessments, and provide security consultations to military and DOD civilian personnel within PACAF AOR. The contractors, at the Government's request, shall augment as unit inspection preparation team providing required expertise in Vulnerability Management, Physical Security, Emission Security (EMSEC), Cross Domain Solutions (CDS), and network security consulting. The contractors will also support NAF/Wings to be cyber ready via scheduled CRR-M. CRR-M assessments will utilize USCYBERCOM and DISA criteria as it relates to CORA and the most recent effort involving CCORI. Travel in the PACAF AOR is also required.

The 766 intends to award one firm-fixed-price contract and will set aside the acquisition to be awarded competitively to an 8(a) company. The services will be purchased in accordance with FAR Part 12 and FAR Part 13. The Government will evaluate quotes based on factors listed in the solicitation.

Notice to Interested Parties: No award will be made under this solicitation until funds become available. Additionally, this effort is subject to appropriate approvals and authorizations prior to contract award. The Government reserves the right to cancel this procurement, either before or after the closing date, and has no obligation to reimburse an offeror for any costs.

Background
The 766 Enterprise Sourcing Squadron (ESS) at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii, has a requirement for personnel to support the Pacific Air Forces (PACAF) Assessment and Authorization (A&A) for the Federal Information System Management Act (FISMA) and Cybersecurity Hardening.

The goal of this contract is to enhance cybersecurity measures and ensure compliance with federal regulations within the PACAF area of responsibility (AOR). The contractors will work under the HQ PACAF Cybersecurity Office, providing essential security assessments and consultations to military and Department of Defense civilian personnel.

Work Details
Contractors will be responsible for conducting security assessments, providing security consultations, and augmenting unit inspection preparation teams as needed. Specific tasks include:
- Supporting Vulnerability Management, Physical Security, Emission Security (EMSEC), Cross Domain Solutions (CDS), and network security consulting.
- Conducting scheduled Cyber Readiness Reviews-Maintenance (CRR-M) assessments utilizing USCYBERCOM and DISA criteria related to Cybersecurity Operational Readiness Assessment (CORA) and the latest Cybersecurity Capability Improvement Program (CCORI).
- Providing expertise to PACAF Communications, Cyber Squadrons, and Wings in maintaining regulatory cybersecurity requirements for SIPRNet and NIPRNet enclaves.
- Delivering assessment, training support, and products for A&A of all Air Force circuits/enclaves at nine PACAF Main Operating Bases (MOBs) and two Geographically Separated Units (GSUs). Travel within the PACAF AOR is required.

Period of Performance
The contract period of performance is from September 30, 2025, to September 29, 2026, with options for extension through September 29, 2027.

Place of Performance
The primary place of performance will be at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii, with additional travel required within the PACAF area of responsibility.
