FY25_Maxwell AFB_Intent to Sole Source_Alarm Reporting Software

Background
The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Monaco Enterprises, Inc. (MEI) for the purpose of updating the Monaco Fire Alarm system server to the current Windows™ 11 operating environment and latest hardware suite via the Monaco D-21 Upgrade Process.

MEI is the original manufacturer and service provider for the Fire, Security, and Life Safety Equipment currently in use at Maxwell AFB AL. The systems are comprised of proprietary software developed by MEI, which retains exclusive ownership and does not authorize third parties to alter or add to its software or equipment.

The upgrade is necessitated by Microsoft's end of support for Windows™ 10 as of October 14, 2025, and the DoD's mandate for migration to Windows™ 11.

Work Details
The contract includes the following specific products and services:
1. Technology Upgrades at ECC Bldg 929 Room 142/Comm Room:
- One (1) rack mount server/client CPU with keyboard & mouse; configured with Base’s current D-21 database; existing software licenses transferred; upgraded with D-21 V2 Next Gen software; decommissioning of existing CPU.
- One (1) widescreen monitor with dual KVMA extender for compatibility.
- One (1) desktop UPS short-term backup power.
- One (1) KVM drawer replacement and one (1) KVM rack tray for compatibility with new CPUs.
- One (1) rack UPS short-term backup power and one (1) battery pack.
2. Technology Upgrades at Alt ECC Bldg 834:
- One (1) tower server/client CPU with keyboard & mouse; configured similarly as above.
- Complete backup of system database and reports; verification of network connectivity; validation of system performance post-installation.
3. PMI Service approximately six months after upgrades:
- Cleaning and verifying operation of internal/external components; updating D-21 software; conducting tests on all systems; providing training on D-21 operation.
