Background
The United States Transportation Command (USTRANSCOM) is responsible for the command, control, communications, and cyber systems that support the Department of Defense's global transportation mission.

The agency has identified a need for a subscription service that will enhance its operational capabilities in maritime mission planning for Fiscal Year (FY) 2025.

Work Details
USTRANSCOM requires a Maritime Portal (Gold) Subscription for 35 Concurrent Users (P/N 2000024934). This subscription will be awarded as a Firm-Fixed Price (FFP) task order against the Library of Congress FEDLINK contract LCFDL23D0052. The justification for this requirement is based on an exception to fair opportunity due to the item being peculiar to one manufacturer, specifically Standard & Poor’s Global (S&P Global).

The subscription includes access to AISLive and SeaWeb Portal, which provide essential data for global operational sealift mission planning, including real-time port and shipping data, ship positioning information, and commercial vessel details. The service integrates industry-leading reference data and business rules necessary for timely sea lift mission planning from a single source. Key features include detailed pier data, real-time ship location tracking, and visualization tools that assist in risk mitigation during planning.
