Background
The Military Sealift Command (MSC) is issuing a solicitation for the Regular Overhaul/Dry-Docking (ROH/DD) of the USNS JOHN LENTHALL (T-AO 189). The goal of this contract is to ensure that the vessel is prepared for and accomplishes necessary repairs and alterations as specified in the Work Item (WI) package.

The MSC's mission includes providing strategic sealift and ocean transportation for the Navy and other government agencies.

Work Details
The contractor shall prepare for and accomplish the VR, overhaul, or alterations of the USNS JOHN LENTHALL as specified in the WI package provided in Attachment J-1. Responsibilities include:

1. Providing management, procurement, production, testing, technical capability, resources, and quality assurance services.
2. Ensuring timely procurement of materials and reporting on their status.
3. Using progress measurement systems to track work completion against planned schedules.
4. Developing a performance milestone schedule/critical path chart to measure scheduled performance.
5. Applying quality control procedures to ensure compliance with standards.
6. Managing subcontractor performance to meet contract quality expectations.

Period of Performance
The contract will be performed over a specified period that includes preparation and execution phases as outlined in the WI package.

Place of Performance
All work shall be performed at the contractor’s shipyard unless otherwise specified.
