** 04 March 2025 - Amendment #001 Pricing Schedule Update (Attachment IV)

This amendment updates the Pricing Schedule (Attachment IV) to reflect evolving operational needs. Key changes include:

  • Revised Volume Projections: Adjusted to align with the latest United States Transportation Command projections for Alaskan packing and crating services under the Global Household Good Contract.
  • Option Year Adjustments: Removed Option Year three (3) and Option Year four (4) from the requirement to accommodate the phased implementation plan for Alaskan services and revises the Base Years Period of Performance (PoP) to a start date of 31 March 2025

These revisions aim to enhance efficiency, streamline processes, and optimize fiscal responsibility.

This amendment also:

  • Extends the Request for Quote response deadline to March 12, 2025.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The 673d Contracting Squadron at Joint Base Elmendorf-Richardson is the responsible procuring activity for the reacquisition of a recurring requirement for packing, containerization, and local drayage services.

The Government intends to award a firm-fixed price (FFP) Requirements type contract for Packing and Crating Services with one or more contract(s) awarded per Schedule Area for Packing and Crating Services.

The requirements are divided into the following Schedule Areas:

  • Schedule I Outbound with Areas I-V
  • Schedule II Inbound with Areas I-V
  • Schedule III Intra with Areas I and IV.

These geographical Areas are described as follows:

  • Area I Within 50-miles from JBER Hospital, Anchorage, AK
  • Area II Between 51- 175-miles from JBER Hospital, Anchorage, AK
  • Area III Between 176 375-miles from JBER Hospital, Anchorage, AK
  • Area IV Within 65-miles radius from North Pole Post Office (Fairbanks, AK area)
  • Area V Between a 66 125-mile radius from North Pole Post Office (Clear AFB/Delta Junction/Fort Greely, AK.)

The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property (including servicing of appliances) of Department of Defense (DoD) personnel for shipment, drayage and/or storage and related services through the Direct Procurement Method (DPM).

In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). Lack of registration in the SAM will make an offeror ineligible for contract award.

This RFQ closes at 12:01 PM Alaska Daylight Time on 10 Feb 2025. All quotes for this solicitation shall be good for 60 calendar days and submitted via email to charles.ramsey.8@us.af.mil and CC jason.topick.1@us.af.mil.

Background

The Government intends to award a firm-fixed price Requirements type contract for Packing and Crating Services, with multiple contracts potentially awarded per Schedule Area. This solicitation is aimed at fulfilling the needs of Department of Defense (DoD) personnel for the preparation of personal property for shipment, drayage, and storage.

Work Details
The contractor will provide all personnel, equipment, facilities, supplies, services, and materials necessary for the preparation of personal property of DoD personnel.

Key tasks include:
1. Conducting a premove survey to assess the nature of personal property;
2. Weighing shipments using certified scales;
3. Containerization of personal property for domestic or overseas movement;
4. Drayage services as required;
5. Servicing appliances as needed;
6. Handling inbound shipments including decontainerization;
7. Ensuring proper packing materials are used;
8. Maintaining quality control and assurance through established metrics;
9. Providing accurate documentation and invoicing;
10. Complying with all applicable regulations and standards.

Place of Performance
Services will be performed within defined geographical areas around Joint Base Elmendorf-Richardson in Anchorage, AK, including Areas I-V which cover various distances from JBER Hospital and North Pole Post Office.
