The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ), Grasshopper and Mormon Cricket (GHMC) Suppression Program intends to establish multiple awards, firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts as a result of this solicitation posting for Grasshopper and Mormon Cricket insecticide spraying on an as needed basis. The objective is to reduce the grasshopper and Mormon Cricket population in each of the states if GHMC populations reach treatment levels.

The contractor is required to provide all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying pesticides. Not all states will experience GHMC populations levels that will require treatment on an annual basis. There maybe years where no treatment will be needed for a state. USDA APHIS PPQ intends to issue at least one or multiple IDIQ contracts for each of the state listed below, however the Government reserves the right to award as many IDIQ contracts as it deems fit.

Background
The USDA, Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine Services (PPQ) is initiating the Grasshopper and Mormon Cricket (GHMC) Suppression Program to establish multiple awards for firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contracts.

The goal is to reduce the grasshopper and Mormon Cricket population in various states when populations reach treatment levels. This program aims to provide aerial insecticide spraying services on an as-needed basis.

Work Details
The contractor will be responsible for providing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary for applying pesticides.

Specific tasks include:
- Aerial spraying treatments using Diflubenzuron, including all required chemicals, clean crop oil, buffering agents, and water.
- Compliance with specifications outlined in the GHMC General Statement of Work.
- Provision of aircraft with flat fan nozzles capable of accepting shape files for mapping sprayed areas.
- Execution of task orders issued by APHIS for aerial spray services as required.
- Notification to APHIS regarding any excusable delays in performance due to uncontrollable circumstances.
- Adherence to prevailing wage rates as determined by the Department of Labor.

Period of Performance
The contract will be performed from May 1, 2025, to April 30, 2027.

Place of Performance
The contract will be executed in the states of Nevada, Oregon, Wyoming, Colorado, and Utah.
