Description

This is a non-personal services contract to provide Service and Maintenance for the ICIDS alarm system. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment to service and maintain, supplies to service and maintain, facilities, transportation, tools to service and maintain, materials to service and maintain, supervision, and other items and non-personal services necessary to perform Service and Maintenance for the ICIDS alarm system as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.An Intrusion Detection System provides early warning of an intruder; precludes unauthorized entry; and prevents the introduction of harmful devices, materiel, and components. If vulnerable activities are not protected by IDS, Arms Rooms and SCIFs would have to provide armed guards for their areas, MEVAs would be unprotected, and money handling activities would see an increase in theft and vandalism.

Background
This contract is issued by the U.S. Government for non-personal services to provide maintenance and service for the Intrusion Detection System (ICIDS) alarm system at Fort Meade. The goal of this contract is to ensure the security of sensitive areas by providing early warning of intruders and preventing unauthorized access, thereby reducing the need for armed guards in vulnerable locations such as Arms Rooms and Sensitive Compartmented Information Facilities (SCIFs).

The contractor will be responsible for all personnel, equipment, supplies, and services necessary to perform these tasks, except for government-furnished items.

Work Details
The contractor shall perform inspections, maintenance, routine testing, installation, and emergency repairs on the ICIDS Automated Entry Control Systems (AECS) and Intrusion Detection Systems (IDS). Specific tasks include:
1. Conducting a minimum of two major system inspections semiannually on each ICIDS zone.
2. Performing diagnostic testing and ensuring all systems are operational during inspections.
3. Conducting routine maintenance during normal duty hours including battery replacements and cybersecurity scans.
4. Responding to emergency service calls within two hours and restoring systems within eight hours if spare parts are available.
5. Maintaining logs of all work requests and inspections performed, ensuring compliance with manufacturer recommendations and government regulations.

The contract will be performed at Fort Meade, Maryland.
