Description

The 42d Contracting Squadron, Maxwell Air Force Base (AFB), AL, is seeking sources to purchase incentive orientation flights, in high performance turboprop aircraft, for Air Force Reserve Officer Training Corps (AFROTC) cadets. The intent of the program is to give cadets one hour of flying time and emulate the experience of military flying, including formation and aerobatics. The contractor shall furnish all necessary equipment, including delivery, assembly, disassembly, and training on equipment.

Background
The 42d Contracting Squadron at Maxwell Air Force Base (AFB), AL, is seeking sources to purchase incentive orientation flights in high-performance turboprop aircraft for Air Force Reserve Officer Training Corps (AFROTC) cadets. This initiative aims to provide cadets with one hour of flying time to emulate military flying experiences, including formation and aerobatics.

The program supports the Chief of Staff of the Air Forces' priority to educate and inspire cadets for rated career fields, addressing the nationwide pilot shortage.

Work Details
The contractor shall provide orientation flights for AFROTC cadets, including all necessary aircraft, pilots, and administrative support for continuous operations out of Maxwell AFB. Key tasks include:
- Conducting a minimum of 500 sorties annually, with potential increases based on funding.
- Flying an average of 16 cadets per day using formation flying techniques.
- Each flight will last between 0.7 to 1.2 hours and will not exceed 12,500 feet mean sea level.
- Orientation flights will introduce cadets to aircraft operations, basic maneuvers, aerobatics, and flight safety procedures.
- The contractor must provide turbo prop aircraft equivalent to a T-6A Texan II trainer with specific performance characteristics and ensure compliance with FAA regulations and Air Force guidelines.
- All pilots must hold a Commercial Pilot Certificate and have significant military flying experience.

Period of Performance
The primary period of performance is during the Air Force ROTC summer camp period from late May through early August annually. Additional performance periods may be scheduled throughout the year as needed. The base year runs from May 1, 2025, to April 30, 2026, with options extending through April 30, 2030.

Place of Performance
All operations will be conducted at Maxwell AFB AL (KMXF). If necessary due to airfield closures, sorties may also be flown from Montgomery Regional Airport (KMGM) or Prattville Airport (1A9).
