This is a follow-on requirement for Furnishings Management Section (FMS) Services for Joint Base San Antonio. This requirement is set-aside for Service-disabled Veteran-owned small business concerns. Interested contractors must refer to the attached Solicitation for Instructions, Conditions, Notices to Offerors, and Evaluation Factors for Award when responding to this Request for Proposal (RFP). Attachments include the applicable Performance Work Statement (PWS) and Wage Determination. A Site Visit will be conducted for this requirement. The date and time of the Site Visit, to include instructions for attendance, is located within the attached Solicitation document under Instructions, Conditions, Notices to Offerors, and Evaluation Factors for Award, ADDENDUM TO FAR 52.212-1. Please be aware of the timelines documented within to be considered timely.

QUESTIONS/CONCERNS:
All questions must be submitted in writing through email no later than Wednesday, 24 January 2024 at 12:00 pm CST. Responses to questions will be posted by the Government to SAM.gov, within this notice, after answers have bee provided to each question. Late requests to Questions and or Concerns will not be reviewed nor considered. Please ensure to submit all questions and or concerns timely. Submit question(s) electronically via email to the POCs listed within this notice.

Description of Services: In accordance with (IAW) AFI 32-6000, Housing Management, the contractor shall provide all management, labor, tools, equipment, transportation, and materials necessary to operate the JBSA Furnishings Management Section (FMS). Furnishings and appliances movement shall be for all Unaccompanied Housing (UH) designated student facilities: Permanent, Pipeline/Technical Training, Basic Military Training (BMT) dormitories, Family Housing (FH), General Officer Quarters (GOQs) and Fire Stations sleeping/lounge units throughout JBSA. JBSA is one installation with 5 geographical separated sections within the local San Antonio area to include Lackland, Chapman Training Annex, Port San Antonio, Camp Bullis Training Annex, Fort Sam Houston, and Randolph and Seguin Fire Station Annex. The contractor shall provide furnishing and appliance movement services including uploading, extracting, and maintaining data within the Enterprise Military Housing (eMH) database. These services may include assembly, disassembly, installation, pick-up, and delivery of all required furnishings and appliances and when necessary, refrigerant extraction prior to issuing nonworking refrigerator units to JBSA Defense Reutilization and Marketing Service (DRMS) section located at Ft Sam Houston. Prior to removal and delivery of furnishings, the contractor shall ensure all items are thoroughly inspected for cleanliness and free of debris.

Background

The contractor shall provide all management, labor, tools, equipment, transportation, and materials necessary to operate the JBSA Furnishings Management Section (FMS) in accordance with AFI 32-6000, Housing Management.

Work Details
The contractor shall provide furnishing and appliance movement services including uploading, extracting, and maintaining data within the Enterprise Military Housing (eMH) database. These services may include assembly, disassembly, installation, pick-up, and delivery of all required furnishings and appliances. The contractor shall ensure all items are thoroughly inspected for cleanliness and free of debris. The contract also includes quality control requirements, periodic progress meetings, government furnished property and services, insurance requirements, publications & forms availability, definitions of records and requests, appendices detailing historical workload data, monthly workload summation report requirements, warehouse receipt control log, warehouse storage facilities details and referenced publications and forms.

Period of Performance
The geographic locations where the contract will be performed include Lackland, Chapman Training Annex, Port San Antonio, Camp Bullis Training Annex, Fort Sam Houston, Randolph and Seguin Fire Station Annex within the local San Antonio area.
