RFP W912DW-24-R-0013 FY24 Construct Petroleum, Oil, and Lubricants (POL) Complex, Great Falls, Air National Guard (ANG), Montana. **Special attention is called upon for those intending to participate in the site visit for this project. A site visit is currently scheduled for July 30, 2024 with information to be submitted by attendees as early as July 23, 2024. Please refer to FAR provision 52.236-27 for further instructions.**
Background
The U.S. Army Corps of Engineers (USACE) Seattle District is issuing a Request for Proposal (RFP) for the construction of a Petroleum, Oil, and Lubricants (POL) Complex at the Great Falls Air National Guard (ANG) in Montana.

This project aims to enhance the operational capabilities of the ANG by providing essential fuel storage and dispensing facilities. The contract will utilize a Design-Bid-Build (DBB) procurement process and is not a sealed bid, meaning offers will not be publicly opened.

Work Details
The contractor will be responsible for constructing a POL Complex that includes:
1. Two Aboveground Storage Tanks (ASTs), each with a capacity of 50,000 gallons.
2. Two truck filling stations and two truck off-load stations.
3. A POL Operations and Fuels Lab building.
4. Truck parking for four refueler trucks along with associated spill containment measures.
5. A retail Mogas refueling point and a Diesel refueling point, each supported by 5,000-gallon UL 2085 horizontal ASTs.
6. Fuel dispensing equipment including single hose dispensers for each fuel type, capable of issuing fuel at rates not exceeding 10 gallons per minute.
7. The existing fueling facility may need to be demolished as part of this project.

Period of Performance
The contractor is required to begin performance within 10 calendar days after receiving the notice to proceed and complete the work within 550 calendar days thereafter.
