FY24 Army Family Housing Townhomes Baumholder

The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.

3. PLACE OF PERFORMANCE: Baumholder, Germany - Wetzel Family Housing Area

4. ANTICIPATED PROJECT TITLE: FY24 Army Family Housing Townhomes Baumholder

5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of three multi-story annexes using design-bid-build procedures. The magnitude of construction is between $25,000,000.00 and $100,000,000.00.

The construction completion period is anticipated to be 913 calendar days after the Contractor receives the Notice to Proceed.

This acquisition will be solicited for full and open competition (unrestricted). Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS).

6. PROJECT DESCRIPTION: The work includes the construction of a 70 units Army Family new construction at Wetzel Family Housing Area of the Baumholder Military Community, USAG Rhineland-Palatinate, Germany. The 70 units are comprised of 38 three-bedroom (3BR) Junior Non-Commissioned Officer (JNCO) Townhouses, 18 four-bedroom (4BR) JNCO Townhouse and 14 Company Grade Office (CO) Townhouses to be constructed in 7 townhome blocks. Supporting facilities include the construction of required infrastructure to support new facilities. Utility buildings include one electrical substation, a sprinkler tank with pump house and heating plant. Water detention tank and a sewer pump are also included within the works.

Additionally, various site improvements will be implemented to enhance the overall quality of life for residents including Picnic Areas, Play Areas, Dog Parks, Walkways and Landscape features. Project includes parking spaces for visitor parking located within close walking distance to the building. Each townhouse includes an attached garage and a driveway. Each townhouse has a lawn and a patio/balcony. Project provides new building systems and components to include electrical and mechanical systems, compliance with applicable force protection and energy conservation requirements, balconies, fire alarms/sprinkler systems, elevators, laundry rooms in each apartment and townhouse, modern kitchens and bathrooms, new efficient heating, plumbing and electrical systems (110 and 220V), TV/telephone/Internet wiring and distribution, built-in closets, doors, windows and storage rooms.

7. SUBMISSIONS: Responses to this Sources Sought notice shall be limited to five pages and shall include the following information:

• Firm's Name, address(es), English speaking point of contact, phone number and e-mail address
• Firm's interest in proposing on the solicitation when it is issued
• Firm's Cage Code and DUNS number.
• Evidence of Bonding Capability:
  • Name of Surety, Single and Aggregate Contract Amounts
• Firm's capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information:
  • Brief description of projects to include location (no more than five projects)
  • Customer name
  • Timeliness of performance
  • Customer satisfaction
  • Dollar value of the project
• Firm's Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable

Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
