FY23 SPECIAL PROJECT RM 14-1423 Repair Mike and November Wharves, Naval Base Guam   3

NAVFAC Marianas intends to issue a Request for Proposal (RFP) for FY23 SPECIAL PROJECT RM 14-1423 Repair Mike and November Wharves, Naval Base Guam. The RFP is for work that includes demolition and comprehensive civil, structural, mechanical, electrical utilities, cathodic protection, fire protection, mooring & berthing, and telecommunications systems repair. In addition, new sight lighting, safety ladders and oil boom slide rails will be provided. The project will be a design-bid-build to include geotechnical surveys, subsurface investigations, soils analysis, and soil borings. The NAICS code for this procurement is 237990 (Other Heavy and Civil Engineering Construction) and the annual size standard is $39.5 million. The price range of the construction project is between $100 million and $250 million.

The solicitation will be issued as an unrestricted procurement utilizing tradeoff source selection procedures, which require Offerors to submit a technical proposal, past performance information, and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the bid price, whichever is less.

This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition. No further notice of solicitation activity will be provided to interested offerors.
