Naval Air Systems Command, V-22 Joint Program Office, PMA-275 issued a Cost Plus Fixed Fee Delivery Order N0001923F2499 to the Bell Boeing Joint Program Office on a sole source basis for the engineering, management, technical, acquisiton, and sustainment efforts for facilitation of the Software Support activites. These activities are required for the sustainmetn of previously delivered Block Fleet Releases, ongoing development of flight test and fleet releases and analysis leading to implementation of future Sustainment Block Fleet Releases for the V-22 avionics systems.

This action was awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The limited rights possessed by the Government to the required technical data preclude competition of this effort.
