FY23-25 AEA ASE B-Kits and LBDRs   3

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Firm Fixed Price (FFP) contract with Northrop Grumman Systems Corporation (NGSC), Linthicum Heights, MD, for the procurement of EA-18G Airborne Electronic Attack (AEA) System Enhancements (ASE) B-Kits and Low Band Dedicated Receivers (LBDRs) to support United States Navy (USN) and Royal Australian Air Force (RAAF) requirements. This procurement will include a base plus an option for the production, engineering support, technical support, associated part kits, data, and delivery of B-Kits for Weapons Replaceable Assemblies (WRA) 7s, B-Kits for WRA-8s and LBDRs. The total estimated quantity of B-Kits for WRA-7s is 45 (15 for USN and 1 for RAAF in the base and 29 for USN in the option). The total estimated quantity of B-Kits for WRA-8s is 46 (15 for USN, 1 for RAAF and 1 for USN Spares in the base and 29 for USN in the option). The total estimated quantity for LBDRs is 119 (40 for USN, 10 for RAAF and 10 for USN Spares in the base and 40 for USN, 9 for RAAF and 10 for USN Spares in the option).

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. As the incumbent contractor for the AEA ASE B-Kits, only NGSC has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required.
