FY22 MILCON P-052 National Guard Readiness Center, Barrigada, Guam   5

NAVFAC Marianas intends to issue a Request for Proposals (RFP) for FY22 MILCON P-052 National Guard Readiness Center, Barrigada, Guam. The RFP is for a construction contract to design and construct a 36,139 SF National Guard Readiness Center for the 1224th Engineer Support Company (ESC) and the 1-244 Aviation Regiment (AVN), which will support training, administrative, and logistical requirements of the Guam Army National Guard (GUARNG). The supporting development includes utilities, a backup emergency generator, paved parking, and other necessary site improvements. Function areas include: ESC Administrative, Arms Vaults and Cages, Classrooms, Unit Locks.

The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction) and the annual size standard is $39.5 million. The price range of the construction project is between $25 million and $100 million.

The solicitation will be issued as an unrestricted procurement utilizing source selection procedures which require Offerors to submit a technical proposal, past performance information, and a price proposal for evaluation by the Government. Offerors shall submit with their offer a bid bond of $3,000,000 or 20 percent of the bid price, whichever is less.

This is a new procurement. It does not replace an existing contract. No prior contract information exists. The Government does not intend to use Federal Acquisition Regulation Part 12 for this acquisition.
