This description is updated as follows:

The solicitation will include two (2) pre-priced options each to design and construction one (1) munitions storage igloo, including all associated site improvements and utilities for a complete and usable facility in accordance with the drawings and specifications. In accordance with FAR 52.217-7, Option for Increased Quantity - Separately Priced Line Item, the Government may exercise the options either at the time of contract award or by written notice to the Contractor within 365 calendar days from the date of contract award.

The work includes construction of sixteen munitions storage igloos, roadway reconstruction/resurfacing, associated utilities and security features, and incidental related work.

The magnitude of this project is estimated between $25,000,000 and $100,000,000. THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236210 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. THIS PROCUREMENT IS UNRESTRICTED.

This solicitation will utilize the tradeoff source selection process. This procurement will require the submission of both non-price and price proposals. All technical factors (Factors 1, 3, and 4), when combined, are considered of equal importance to Factor 2 Past Performance. The non-price factors are as follows: (1) Experience, (2) Past Performance, (3) Safety, and (4) Small Business Participation. For evaluation of experience and past performance, a relevant construction project is defined as:

(1) New construction of cast-in-place and/or precast reinforced concrete structures/buildings where the structures/buildings or portions of the structures/buildings, contained hardened construction to mitigate blast effects to provide protection for personnel or valuable equipment, or new construction of concrete Earth Covered Magazines (ECM).

(2) Construction of each project submitted for evaluation must have been completed or substantially completed within the past fifteen (15) years from the date of issuance of this RFP. The proposal shall clearly indicate the construction dollar value of the work associated with the construction of the hardened concrete structure/building; the portion of the structure/building that contained hardened construction; or the concrete ECM. The dollar value of these features shall be $5M or more. Alteration, renovation, or repair will not be considered a relevant project.

Substantially complete is defined as at least 90% physically complete by the date of solicitation issue.

The Request for Proposal (RFP) will be available on or around 13 October 2021. Printed copies of The RFP will not be issued. The RFP, including the specifications and drawings, will be available through Contract Opportunities via the System for Award Management (SAM) website at https://sam.gov/. It is the responsibility of the offeror to check the SAM website periodically for any amendments to the solicitation.

A sources sought notice (N62742IGLSPH4) for this procurement was posted on (May 11, 2020) on beta.SAM, and a market research was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision.

A pre-proposal site visit is planned on 17 November 2021 at 9:00 a.m. Chamorro Standard Time. The pre-proposal site visit is to provide Offerors with an opportunity to familiarize themselves with the job site and conditions to be encountered. THE NUMBER OF ATTENDEES SHALL BE LIMITED TO TWO (2) PEOPLE PER CONTRACTOR. Offerors interested in attending the pre-proposal site visit shall be required to complete the following forms: (1) Contractor Memorandum, (2) Base Access List 2020 (alphabetically listed by Last Name), (3) USAF Base Access Affidavit required for attendees without RapidGate pass, and (4) III Log complete in accordance with the attached instructions titled, How to Fill Out the III Log. All forms are attached to this Synopsis. Please submit all attendees completed forms and a photocopy of either a valid U.S. passport or REAL ID Act Driver's License to Adele Murakami at adele.m.murakami.civ@us.navy.mil on or before 27 October 2021, 2:00 p.m. Hawaii Standard Time.
