Description

This announcement constitutes a Solicitation notice in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, FY22 MCA PN93672 Rotary Wing Parking Apron Phase 2, Wheeler Army Airfield, Hawaii as described within this announcement.
This project is a design-bid-build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures prescribed at FAR Part 15, which will follow this announcement.
Offerors are to provide completed and signed forms on the https://www.sam.gov website. It is the Offerors responsibility to check for any posted changes to the solicitation.
The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification Code (NAICS) for this requirement is 237310 (Highway, Street, and Bridge Construction). The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a fixed-price construction contract as a result of this solicitation.
Project Description: The purpose of this project is to construct a concrete Rotary Wing Aircraft Parking Apron, concrete taxiways with helipads, and a concrete parallel taxiway at Wheeler Army Airfield. Supporting facilities include site development, utilities, storm drainage, and site improvements.
The Rotary Wing Parking Apron project (PN 93672) is the second phase project to provide a new aircraft parking apron and taxiway to support 2-6 Cavalry Squadron (AH-64), 2-25 Aviation Battalion (UH-60), and 209th Aviation Support Battalion south of the existing Wheeler Army Airfield runway. This apron is required to resolve several existing airfield waivers and aviation readiness issues associated with the historic hangars and the north parking apron.
The project is located on Wheeler Army Airfield. The rotary wing parking apron portion of the project is located south of Runway 06-24 and east of the Hot Refueling Pad.
The estimated period of performance is 730 calendar days.
The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; 3) technical approach; 4) small business participation plan; and 5) price.
Project magnitude is between $25,000,000 to $75,000,000.
It is the Offeror's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
