Description

  1. The United States Government (USG) Army Contracting Command Rock Island (ACC-RI), on behalf of Maneuver Ammunition Systems (PM-MAS), awarded W52P1J-22-C-0049 as a Fixed Price with Economic Price Adjustment (EPA) contract for 40mm Grenade Systems Family of Ammunition (FoA) to AMTEC Corporation in accordance with (IAW) 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
  2. The Terms and conditions of Solicitation W52P1J-22-R-0009 apply to this contract. Additionally, AMTEC is required to manufacture the 40mm Systems FoA; IAW a USG-owned Technical Data Package (TDP), as this requirement involves TDP marked Distribution D (Distribution Authorized to the Department of Defense and U.S. DoD Contractors Only). The TDP is Export Controlled.
  3. This contract is for production of the 40mm Systems Family of Ammunition configurations as follows: M430A1-Metal Pallet M430A1-Wood Pallet, M433, M583A1, M781, M918, Mixed Belt, M385A1, M992, M585, M661, M662, and M433E1. Items M583A1, M661 and M662 are currently not priced but are included in the overall scope of this contract. At a later date, the USG will request pricing for these three. This contract awards a base quantity for M781, Mixed Belt and M433 with First Article Testing (FAT) required for all three configurations.
  4. This contract also includes five option periods (see FAR 52.217-6, Option for Increased Quantity, in Section I). The option periods reflect the timeframes in which the USG may procure additional cartridges. The USG reserves the right not to exercise options for any reason. Option Periods are as follows: Option Period One: FY22 (Date of Award - 30 Sep 2022); Option Period Two: FY23 (01 Oct 2022 - 30 Sep 2023); Option Period Three: FY24 (01 Oct 2023 - 20 Sep 2024); Option Period Four: FY25 (01 Oct 2024 - 30 Sep 2025); Option Period Five: FY26 (01 Oct 2025 - 30 Sep 2026).
  5. IAW the terms and conditions of this contract, the USG may provide Government Furnished Property (see FAR Clause 52.245-1 in Section I).
  6. The following restrictions apply to this contract: AMTEC is to Load, Assemble, and Pack (LAP) of up to 250,000 HV cartridges per month or up to 3,000,000 per year will be restricted to Iowa Army Ammunition Plant (IAAAP), in order, to maintain the production facilities for this critical process in the event of a national emergency. This is contingent upon availability of adequate funding and acceptable technical/schedule performance by American Ordnance (AO), the operating contractor of IAAAP. However, the PM reserves the right to remove or reduce the restriction, if necessary, in order, to balance Industrial Base requirements to mitigate readiness risk or prevent single point of failure. LAP of LV cartridges will be restricted to the U.S., its outlying areas, or Canada. Fuzes and Propellant will be restricted to the U.S., its outlying areas, or Canada.
  7. AMTEC is registered in the System for Award Management (SAM) database and the USG checked SAM, web site at http://www.sam.gov, and determined AMTEC's eligibility for contract award. The associated North American Industry Classification System (NAICS) Code is 332993.
