The purpose of this update is to post questions and answers (Q&A) and a DD254 in response to the two (2) DRAFT solicitations that were posted for the AN/SPY-6 Production and Sustainment. Please provide the PCO and Contract Specialist with a response indicating whether the anticipated changes to the solicitation as discussed in the Q&A attachment increases or decreases your likelihood to bid on this effort. Responses shall be submitted in writing to Melissa.b.ramirez@navy.mil and Justin.l.bennett3@navy.mil by 4:00pm EDT on Thursday April 16, 2020. Verbal feedback and/or questions will not be accepted.

The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for FY21-25 AN/SPY-6 Radar Hardware Production and Sustainment. NAVSEA intends to award up to two (2) fixed-price type contracts, a Leader and a Challenger, but reserves the right to award to just one offeror. As a part of this synopsis, the Government is posting an updated DRAFT solicitation. The updates to the DRAFT solicitation are based on feedback received against the initial DRAFT solicitation posted September 6, 2019. The updated DRAFT solicitation is included as an attachment to this synopsis.

Feedback and/or questions regarding the updated DRAFT solicitation shall be submitted in writing using RFI Attachment 3, Question Submittal Form. Completed Question Submittal forms shall be submitted via e-mail to the Contract Specialist, Justin.L.Bennett3@navy.mil, and to the Contracting Officer, Melissa.B.Ramirez@navy.mil. Please submit any feedback and/or questions to the Contract Specialist and Contracting Officer by 4:00pm EDT on Friday January 10, 2020. Verbal feedback and/or questions will not be accepted. Feedback and/or questions shall not contain classified information. The Government is particularly interested in whether the updated DRAFT solicitation enables or challenges potential offeror's bidding approach.

IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be no classified attachments for the solicitation phase. Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided in a library (referred to as the "Bidder's Library"), located on the Naval Systems Engineering Resource Center (NSERC) website, with restricted access.

NSERC ACCESS: Offerors will be required to have an NSERC account to gain access and view the documentation in the Bidder's Library. Please review the Request for Information under solicitation number N00024-20-R-5500 notice that provides Offerors with the necessary steps to obtain both an NSERC account and approval to access to the Bidder's Library.

This pre-solicitation notice is being posted to the Contract Opportunities page located at https://beta.sam.gov. Contract Opportunities is the single point of entry for posting of synopsis and solicitations to the internet. Hard copies of the solicitation will not be provided or mailed. Background
The Naval Sea Systems Command (NAVSEA) intends to issue a competitive solicitation for FY21-25 AN/SPY-6 Radar Hardware Production and Sustainment. NAVSEA intends to award up to two (2) fixed-price type contracts, a Leader and a Challenger, but reserves the right to award to just one offeror. The AN/SPY-6(V)1 is the Navy’s next generation radar system that will address Ballistic Missile Defense (BMD) and Air Defense (AD) capability gaps. A variant of the AN/SPY-6(V) is planned to replace the AN/SPY-1D(V) radar on existing DDG 51 FLT IIA ships. Enterprise Air Surveillance Radar (EASR) is two scaled variants of AN/SPY-6(V) for non-DDG platforms.


Work Details
The effort required for production, assembly, inspection, testing, delivery and sustainment of AN/SPY-6(V) Radar Systems and supporting equipment. This includes building AN/SPY-6(V) systems as per the Technical Data Package provided as Government Furnished Information. The effort is divided between two Contractor roles - a 'Leader' role and 'Challenger' role.
Each role is responsible for production, assembly, inspection, testing, and delivery of its assigned AN/SPY-6(V) quantities. The Leader is additionally responsible for RMA Line Replaceable Units (LRUs) sustainment support of all fielded AN/SPY-6(V) systems.
