FY20 TRIDENT II Shipboard NAV Subsystem Development, Integration, Production and Fleet Systems Engineering and   2

The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation (NAV) Subsystem: NAV Subsystem development, material procurement, production, program technical engineering and fleet support. This effort is a follow-on and inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) NAV Technical Engineering Services (TES) contract N0003018C0002, and NAV Development contracts N0003018C0045; and follow-on OMNIBUS contract N0003019C0045. The applicable NAICS code for this requirement is 541330.

The impending FY 2020 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2020, with certain line items periods of performance estimated through December 2022. As the designated TRIDENT Navigation Subsystem Integrator, LMRMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. The contract will also include an option provision to increase the level-of-effort (term) line items up to 30%.

The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of Federal Acquisition Regulation (FAR) Subsection 6.302. The Government does not intend to use Part 12 for the acquisition. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. Again, this synopsis is not a request for competitive proposals. All interest responses must be received within fifteen (15) days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
