The U.S. Army Corps of Engineers, Japan District (POJ), Okinawa Area Office (OAO) is providing a PRE-SOLICITATION notice pursuant to FAR 36.213-2 for an upcoming Invitation for Bid (IFB). This is not a solicitation.

PROJECT INFORMATION

Project Title: Improve Military Family Housing, Stearley Heights; Project: LXEZ 194643

Project Location: Kadena Air Base, Okinawa, Japan

Project Magnitude: Between 2,500,000,000 and 10,000,000,000

Project Description: This Fiscal Year (FY) 2019 Military Construction (MILCON) project includes Stearley Heights, Kadena Air Base. The project will provide whole-house interior and exterior modernization, renovation, and repair of 130 single family dwelling units (51UN D3-53 FGO 3Bed Room, 36UN G3-53 CGO 3 Bed Room, 1UN H4-53 FGO 4 Bed Room, 36UN L3-53 FGO 3 Bed Room and 6UN N3-53 FGO 3 Bed Room).

The work shall provide all management, tools, design, supplies, equipment, transportation, labor and services necessary for the improvements to the family housing units. Work to include but is not limited to restoration and repair of Unit Lot (utilities, pavement and trash enclosure), Building System (exterior structure, roof structure, interior structure, mechanical systems, electrical systems, plumbing systems, fire and life safety, and environmental improvements) and Building Space (patio, storage, foyer, living room, family room, dining room, kitchen, bedrooms, bathrooms, laundry room, linen, hallways, mechanical rooms), and Functional Improvement.

NOTICE: As of the date of this pre-solicitation notice posting, the site visit is projected to be held the last week of May 2020. If you intend to travel to Okinawa from another part of Japan to attend the site visit, you may need to be in Okinawa for at least 14 days prior to the site visit date, or you may not be able to access Kadena Air Base.

Solicitation Information:

1. Procurement Method: The Government will issue an Invitation for Bid (IFB) solicitation.

2. The Government anticipates issuing the solicitation no later than May 2021. The solicitation when issued will identify the bid submission due date. All solicitation documents, drawings, and specifications will be posted on beta.SAM.Gov when issued. Interested vendors are responsible to monitor beta.SAM.gov website for issuance of the solicitation and/or amendments.

3. The Government intends to award a firm-fixed-price construction contract as a result of this IFB.

4. All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such.

5. Only local sources will be considered under this solicitation. No small business set-aside. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [for a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and are authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation. Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during performance of the resultant contract.

6. Additionally, prior to award of the contract, interested vendors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation.

7. Contractor Application. If this is your first time seeking business opportunities with the Japan Engineer District or you need to update your company information and brochure file, please complete the Contractor Application form and submit with the required attachments to: U.S. Army Corps of Engineers, Japan Engineer District, Bldg. 250, Room 147, Camp Zama, Zama-shi, Kanagawa-ken, Japan 252-8511, along with your first bid/proposal to Japan Engineer District, prior to submitting your Sealed Bid. Such firms shall be required to complete the aforementioned application and submit the requisite documents indicating they are registered with the Government of Japan and in possession of the necessary Certificate of Construction License in order to perform construction work in Japan. 8. Draft plans and specifications were provided previously for Informational Purposes for the W912HV-21-Z-0006 Industry Day Event. Bidders are cautioned that these drawings and specifications were in Draft Format. No comments are accepted at this time, but will be welcomed when the solicitation is formally issued through the Request for Information process.

May 19, 2021: Issue Amendment 0001 to update site visit information and provide map of meeting place.

May 20, 2021: Post updated map of meeting place, to include locations of example buildings to be viewed during the site visit.
