Project Description: This Military Construction (MILCON)-funded project will use conventional construction methods that are compatible with applicable Department of Defense (DoD) and Air Force Standards to provide modern and efficient housing for military members and their dependents. Housing units will be repaired and restored to meet current life safety codes and to provide a comfortable and appealing living environment comparable to the civilian community off-base.

Facilities are designed as permanent construction, in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements.

Work includes, but is not limited to, restoration, repair and or replacement of electrical systems (Cable TV distribution, electrical distribution, lighting fixtures, receptacles, electrical panels, telecommunication distribution), Mechanical Systems (air handling unit, condenser, duct works and exhaust fans), Plumbing Systems (domestic water distribution, sanitary water collection, plumbing fixtures and water heater), Architectural (ceiling system, interior painting, exterior painting, doors, windows, floor, cabinets, countertops, sinks, kitchen equipment, bathroom accessories, tiles, shelves and handrails), Structural (repair of spalls and building extensions), and Civil (landscape, sidewalk/walkway repair, signage and utility connections).

Project sites are located in Sebille Manor on Kadena Air Base in Okinawa, Japan. There are a total of 100 Family Housing Units (50 Buildings) consisting of twenty (20) CT-3 Housing Units with new exterior storage; twenty-four (24) DT-4 Housing Units with existing exterior storage; thirty-eight (38) DT-4 Housing Units with new exterior storage; eight (8) Housing Units on Carson Court, and ten (10) Housing Units on Hill Drive. There are 26 CT3-64 Junior Non-Commissioned Officer (JNCO) 3-bedroom housing unit types and 74 DT4-64 Senior Non-Commissioned Officer (SNCO) 4-bedroom housing unit types.

The North American Industrial Classification System (NAICS) code that will be used for this acquisition is 236118; Residential Remodelers. This U.S. industry comprises establishments primarily responsible for the remodeling construction (including additions, alterations, reconstruction, maintenance, and repairs) of houses and other residential buildings, single-family and multifamily. Included in this industry are remodeling general contractors, for-sale remodelers, remodeling design-build firms, and remodeling project construction management firms.

Procurement Method: A firm-fixed-priced IFB Solicitation will be issued on or about 29 Nov 2019.

System for Award Management (SAM): In order to be eligible for award of Government contracts, contractors shall be registered in the SAM Database.

This requirement will be set aside for Local Sources: Local sources are sources physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan. Specifically, a prospective bidder must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. Prior to award of a contract, Bidders must be registered with the Government of Japan to do construction work in Japan and possess the necessary construction licenses and permits to perform work required under the solicitation.

Contractor Application: If this is your first time seeking business opportunities with Japan Engineer District or you need to update your company information and brochure file, please complete the Contractor Application form and submit it with required attachments to: U.S. Army Corps of Engineers, Japan Engineer District, Bldg. 250, Room 147 Camp Zama, Zama-shi, Kanagawa-ken, Japan 228-8920, along with your first bid/proposal to Japan Engineer District, prior to submitting your Sealed Bid. Such firms shall be required to complete the aforementioned application and submit the requisite documents indicating they are registered with the Government of Japan and in possession of the necessary Certificate of Construction License in order to perform construction work in Japan. Specifications and Plans: DRAFT Specifications and Plans were issued under Sources Sought Notice W912HV-Z-19-0001. A Full set of 100% Design Drawings and Specifications will be issued with the IFB.
