FY16 Transatlantic Afghanistan Rapid Construction (TARC) MATOC   2

This procurement is a two-phase design-build solicitation in accordance with FAR Subpart 36.303 and FAR Subpart 15.101-2. The government intends to award a total of tweleve (12) indefinite-delivery/indefinite-quantity (ID/IQ) contracts but reserves the right to award more, less, or none under this solicitation. The solicitation will result in one firm fixed-price (FFP) task order as a seed project.
Competition is restricted to only sources from Afghanistan. Offerors must have an active and valid ASIA license and an active and completed registration in SAM and JCCS at the time of Phase I proposal submission to be considered. Offerors must maintain their registrations throughout the solicitation phases and if aw arded a contract, throughout the contract's duration.
In accordance w ith CENTCOM Clause 5152.225-5916 Mandatory Eligibility for Installation Access, all offerors and their subcontractors are required to be eligible at the time of Phase I submission, and remain eligible, if aw arded a contract, during the entire contract period of performance to include any w arranty period, for installation access to a U.S. and/or coalition installation, regardless of w hether the performance w ill take place on or off a U.S. or coalition installation.
