Description

The Massachusetts Army National Guard has a requirement to provide services to conduct a Family Programs Summer Camp within 45 miles of Berkshire County, Massachusetts (with the camp physically located in MA). The Period of Performance (PoP) is Sunday August 16, 2026, to Saturday August 22, 2026. The contractor shall provide overnight accommodation for the duration of the PoP, as defined in the attached PWS.

IMPORTANT: All quoters must read and adhere to the detailed instructions provided in the "Addendum to 52.212-1 - Instructions to Offerors" contained within the solicitation package. This addendum provides specific requirements for quote preparation, content, and submission that are essential for a quote to be considered for award.

Submission and Award Information:
Quote Submission: All quotes must be submitted via email to both Melissa Melcher Lars Bernard at the email addresses listed in the Point of Contact section of this solicitation.

Quote Deadline: The closing date and time are specified in Block 8 of the attached SF1449. Late submissions will not be evaluated.

Questions Deadline: All questions must be submitted via email to both contacts no later than five (5) business days prior to the closing date.

Basis for Award

The Government intends to award a single, firm-fixed-price contract. The award will be made to the responsible interested offeror submitting the lowest total price for all CLINs, whose quote conforms to all solicitation requirements and Performance Work Statement details.
The Government will evaluate quotes by first ranking all quotes by price and demonstrated past performance. It will then evaluate the lowest-priced quote for technical acceptability. If the lowest-priced quote is technically acceptable and submitted by a responsible quoter, an award will be made without evaluating other quotes. Past Performance must be demonstrated by providing previous award numbers with the quote.

Background
The Massachusetts Army National Guard requires services to conduct a Family Programs Summer Camp aimed at providing a fully staffed, outdoor/nature-oriented summer adventure for children and youth of the Massachusetts National Guard Child and Youth Program (MANGCYP).
The goal is to create a safe and engaging environment for military youth campers.

Work Details
The contractor shall provide the following services:
- A fully staffed camp with at least 1 Camp Director, 1 full-time certified cook, and 1 Counselor for every eight military youth campers.
- Clean, well-maintained, gender-separated cabins with beds for each of 20 campers, with a same-gender counselor sleeping in each cabin.
- Twenty-four-hour supervision by trained staff aged at least 18 years.
- At least 1 medical staff member available 24/7, trained in CPR and first aid.
- Clean shower and toilet facilities separated by gender.
- A designated storage/office area for MANG materials.
- A kitchen with food safety certification providing three nutritious meals per day and two healthy snacks. Snacks must be available daily from 10:30 AM to 11:30 AM and from 4:00 PM to 5:00 PM.
- Access to potable water at all times.
- Activities including marine biology lessons, swimming, sailing, kayaking, canoeing, or other aquatic activities with certified lifeguards.
- Specialized enrichment programs such as digital photography or creative writing.
- Music-focused programming activities like voice instruction or ukulele lessons.
- High adventure activities such as a ropes course or rock wall that are safety certified.
- Facilities for traditional camping experiences including arts and crafts, campfires, cookouts, field games, and nature walks.
