A proposal submission extension is not provided due the clerical nature of these changes.

In response to the feedback received from Industry to-date on the FINAL Solicitation for FY 23-27 Production Sonobuoy Multiple Award Delivery Order Contract (MADOC), Naval Air Systems Command (NAVAIR) provides the attached non-proprietary Questions and Answers.

Naval Air Systems Command (NAVAIR), Anti-Submarine Warfare Systems (ASW) Program Office (PMA-264) issues the Fiscal Year (FY) 2023-2027 Production Sonobuoy Multiple Award Delivery Order Contract (MADOC) Solicitation. This MADOC vehicle will procure six (6) Production Capability Categories of Sonobuoys: Bathythermograph, Passive, Active/Passive Combo, Multistatic Receiver, Multistatic Source, and Special Mission. Sonobuoys are air launched expendable, electro-mechanical ASW acoustic sensors designed to relay underwater sounds associated with ships and submarines to sophisticated remote processors principally on P-3C, P-8A, and MH-60R Aircraft.

The solicitation number is N00019-21-R-0009. The North American Industry Classification System (NAICS) code 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The Product Service Code (PSC) for this requirement is 5845 Underwater Sound Equipment.

This acquisition will be awarded on the basis of full and open competition.

Industry comments from the DRAFT Solicitation were considered and any necessary changes were incorporated in the Final RFP where appropriate.

The Solicitation Attachments and Technical Library will be disseminated via the DoD SAFE link. After requesting access to the documents, the recipient will receive a link within twenty-four (24) hours, via email, to the package download page as well as a password. The password is unique for each recipient and will be disabled once DoD SAFE detects that the user successfully downloaded each file within the package.

NOTICE TO OFFERORS:

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov.

In accordance with the Procurement Integrity Act, 41 U.S.C. 2101-2107, interested parties are reminded that their organizations are prohibited from obtaining any source selection information before the award of this contract. In addition to both criminal and civil penalties for individuals, the Procurement Integrity Act also provides administrative actions which include, but are not limited to, cancellation of the procurement if has not yet been awarded, rescission of the awarded contract, and the initiation of a suspension or debarment proceeding.

To ensure compliance with the Procurement Integrity Act, interested parties are strongly encouraged to limit all communications related to this procurement (i.e. N00019-21-R-0009) to the Contracting Officer and the Contract Specialist listed within the solicitation; interested parties are strongly encouraged to refrain from discussing any information related to this procurement with any other Government personnel.

PROPOSAL SUBMISSION:

General Instructions: This section provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. Throughout this solicitation, the term Offeror includes subcontractors. The Offeror's proposal must include all data and information requested, and must be submitted in accordance with (IAW) these instructions. Any Offeror who submits an incomplete package may be considered non-responsive.

The Offeror shall be compliant with the requirements as stated in the solicitation. Non-compliance with the instructions and solicitation may be grounds to eliminate the proposal from consideration for contract award.

The proposal submission deadline is Thursday, 03 March 2022 at 14:00 Eastern Time (ET).
