FUSIONS II SUPPORT - 616 Operations Center - JBSA-Lackland - Request For Information (RFI)

Background
The FUSIONS II Services requirement is a Sources Sought/Market Research Request for Information (RFI) issued by the 616 Operations Center (616 OC) at Joint Base San Antonio-Lackland (JBSA-Lackland).

The purpose of this RFI is to gather industry capabilities in areas such as Information Warfare Support, Datalink Support, Joint Interface Control Officer (JICO) Support, and IT – Software/Programming Support.

The goal is to build an acquisition strategy that aligns with the mission objectives of the 616 OC, which focuses on delivering timely and relevant intelligence data/products to support warfighters. The estimated ceiling for this effort is approximately $500 million over five years.

Work Details
The contractor will work closely with the Government Program Manager (GPM) and the Contracting Officer's Representative (COR) to fulfill government requirements efficiently.

Key tasks include:
1. Program Management Support: Provide a technical lead as Program Manager, manage task orders, develop project plans, consolidate weekly status updates, and maintain government-required documentation.
2. Information Warfare Support: Provide expertise in Multi-INT and All-Source Intelligence functions, research and apply relevant policies, develop implementation plans for information sharing partnerships, and provide training on tactics and protocols.
3. Datalink Support: Analyze and support datalink operations, ensuring reliable connectivity for ISR missions.
4. IT & Software/Programming Support: Develop software tools for ISR operations, maintain SharePoint environments, provide network/system administration support, and ensure compliance with DoD standards.

Period of Performance
The contract will be performed over a five-year period as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with subordinate task orders issued by the Contracting Officer.

Place of Performance
The primary location for performance will be Joint Base San Antonio-Lackland (JBSA-Lackland), Texas. Additional locations may include Langley AFB (Virginia), Nellis AFB (Nevada), NIWC (San Diego, CA), Camp Pendleton (CA), Ramstein AB (Germany), Austin (TX), Little Rock AFB, and Schriever AFB (CO).
