1.0 Description

1.1 The Federal Emergency Management Agency (FEMA) in support of the Logistics

Operations, Logistics Management Directorate (LMD) is seeking information on how an interested

contractor could Manufacturer to support for the purchase of Furniture, Fixtures, Appliances and

Equipment (FFAE)furniture acquisitions and installations for locations nationwide.

1.2 In accordance with Federal Acquisition Regulation (FAR) 10.002(b)(2)(i) this notice is

issued solely for the purpose of market research. THIS IS A REQUEST FOR INFORMATION

(RFI) ONLY. This RFI is issued solely for information and planning purposes it does not

constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI is

the Government to contract for any supply or service whatsoever. Further, the FEMA is not at this

time seeking proposals and will not accept unsolicited proposals. Responders are advised that the

U.S. Government will not pay for any information or administrative costs incurred in response to

this RFI; all costs associated with responding to this RFI will be solely at the interested party's

expense. Not responding to this RFI does not preclude participation in any future RFP, if any is

issued. If a solicitation is released, it will be synopsized.

2.0 Background

FEMA operates under several statutory authorities including the Robert T. Stafford Disaster Relief

and Emergency Assistance Act, PL 100-707, the Homeland Security Act of 2002, PL 107 296,

and the Homeland Security Appropriations Act of 2007, PL 109-295. FEMA provides Furniture,

Fixtures, Equipment and Appliances consisting of standard household items to eligible disaster

Survivors housed in Transportable Temporary Housing Units (TTHUs). Some of the items listed

will be required frequently other items will be required infrequently.

2.1 TTHU Furniture, Fixtures, Appliances and Equipment: The items required fall into

four categories: Furniture, Fixtures, Appliances and Equipment. Act. All items shall be new

and unused. All items required as part of this draft Statement of Work (SOW) are described in

the CLIN Table.

2.1.1 Packaging, Labeling and Delivery: All individual items shall remain

packaged and sealed in the original factory packaging.

The Contractor may use any of the following methods to ship items: Dedicated

Load; Less Than Load (LTL); or Package Carrier (e.g., FedEx, UPS, DHL, USPS, etc.)

The FFAE shall arrive at the FEMA destination within two (2) weeks (calculated as 14 calendar

days) from the date of the order if the delivery location is within 500 miles of the Contractor's

warehouse.

2.2.1 Delivery Locations: Delivery locations Contiguous United States

(CONUS) and/or Outside Contiguous United States (OCONUS)

Standard delivery locations are identified below:

A. FEMA Manufactured Housing Storage Site (MHSS) Selma located at: Selma MHSSFEMA

661 Selfield Road

Selma, AL 36704

B. FEMA Manufactured Housing Storage Site (MHSS) Cumberland located at:

Cumberland MHSS-FEMA

11601 PPG Road

Cumberland, MD 21502

C. Non-standard locations include FEMA field operations such as Joint Field Offices (JFO)

and Manufactured Housing Staging Areas (MHSA). Non-standard locations could also

include the TTHU manufacturer or other FEMA offices and storage locations.

Addresses for non-standard locations will be provided.

3.0 Requested Information

3.1 Interested parties are requested to respond to this RFI with a white paper.

3.2 White papers shall include SSN-FFAE FURNITURE in email subject line. Single PDF

formatted file as an email attachment. The document format shall be either Microsoft Word (.doc

or .docx), or Adobe Acrobat (.pdf) formats, using Times New Roman Font. Responses shall be

prepared using 12 pt. font, 1-inch margins, and 8.5 by 11 paper and shall not exceed ten (10)

pages in length.

3.3. Section 1 of the white paper shall provide administrative information, and shall include the

following as a minimum:

3.3.1. Name, mailing address, overnight delivery address (if different from mailing

address), phone number, fax number, and e-mail of designated point of contact.

3.3.2. Recommended contracting strategy. Such as, contract vehicles that would be

available to the Government for the procurement of the product and service.

3.3.3. Business type (large business, small business, small disadvantaged business, 8(a)-

certified small disadvantaged business, HUBZone small business, woman-owned small

business, very small business, veteran-owned small business, service-disabled veteran-owned

small business) based upon North American Industry Classification System (NAICS) code

all sources that can provide the required services under the 442110 Furniture Stores and

443141 Household Appliance Stores Services.

4.0 Industry Discussions

FEMA representatives may or may not choose to meet with potential offerors. Such discussions

would only be intended to get further clarification of potential capability to meet the requirements.

5.0 Questions

Questions regarding the contents of this RFI shall be submitted via email to

Keith.Jackson@fema.dhs.gov, no later than 4:00pm Monday, April 19, 2021. Phone calls will not be

accepted. The Government reserves the right to respond to some, all or none of the questions that will

be submitted.

6.0 Summary

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide

Furniture, Fixtures Appliances and Equipment (FFAE). The information provided in the RFI is

subject to change and is not binding on the Government. FEMA has not made a commitment to

procure any of the items discussed, and release of this RFI should not be construed as such a

commitment or as authorization to incur cost for which reimbursement would be required or

sought. All submissions become Government property and will not be returned.
