Description

United States Navy (USN) seeks to lease fully furnished apartments under the authority of 10 USC 8772 to house unaccompanied transient military personnel assigned to the Commander, Naval Surface Force Pacific (COMNAVSURFPAC) ships based out of Vigor Shipyard in Seattle, Washington for various periods of time. This solicitation is intended to meet the various unaccompanied housing requirements in or near the Seattle, Washington area for a three year period. This award process will be a lowest price, technically acceptable award. All offerors whose proposals are technically acceptable will be sent award letters following the close of the solicitation. As further requirements develop for the following time period, requests for availability will be sent to all awarded offerors, and leases will be awarded starting with the lowest price offeror, and continuing to the next lowest price offeror until the requirement is fulfilled. Occupancy will begin after leases are awarded and executed. Initial occupancy dates are estimated to begin on February 26, 2024, then further units may be leased for various occupancy dates for an additional 3 years (February 26, 2024 thru February 26, 2027).

The initial request for apartments shall begin on February 26, 2024 for approximately 63 personnel, consisting of approximately 33 units comprised of 30 two-bedroom units and 3 one-bedroom units.

Background

Work Details
The initial request for apartments shall begin on February 26, 2024 for approximately 63 personnel, consisting of approximately 33 units comprised of 30 two-bedroom units and 3 one-bedroom units.

The solicitation includes a detailed list of general provisions for bachelor quarters (BQ) leases and general clauses such as definitions, administration, payment due, interest on overdue payments, availability of funds, government expenditure, lessor rental covenant, applicable codes and ordinances, insurance, damage by fire or other casualty, joint inspections and condition reports, maintenance of premises and household furnishings, cleaning and painting actions, inspection upon surrender of the leased premises, damage to any or all household items and window or door screens, delivery and condition, time extensions, termination for default of occupancy readiness, inspection of premises, subletting and assignment, failure in performance, disputes, examination of records by Comptroller General and U.S. Navy.

Period of Performance
The contract is intended to cover a three-year period from February 26th, 2024 through February 26th, 2027.

Place of Performance
The contract work will be performed in or near the Seattle area in Washington.
