Description

The purpose of this service contract is to provide on-site repair as well as preventive maintenance, telephone technical support, hardware/software revisions/upgrades, and remote diagnostics as appropriate, trained staff, special tools, diagnostic equipment, software, firmware, and parts necessary to maintain the instruments systems and accessories to the appropriate operational characteristics consistent with Original Equipment Manufacturer specifications. A detailed description of the requirement can be found in the Statement of Work (SOW).

Background
The purpose of this service contract is to provide on-site repair as well as preventive maintenance, telephone technical support, hardware/software revisions/upgrades, and remote diagnostics as appropriate, trained staff, special tools, diagnostic equipment, software, firmware, and parts necessary to maintain the instruments systems and accessories to the appropriate operational characteristics consistent with Original Equipment Manufacturer specifications. The agency issuing the contract is the National Institutes of Health (NIH), which conducts biomedical research activities in various facilities in Maryland. The goal of the contract is to acquire services that ensure that NIH-owned Beckman Coulter equipment systems/instruments remain operational and perform at their original equipment manufacturers (OEM) appropriate operational specifications.

Work Details
The contractor shall be responsible for offering full-service maintenance, including routine preventive maintenance and emergency maintenance for the instrumentation identified in Section B of this contract. The types of work include scheduled preventative maintenance calls, emergency service calls, and unlimited technical support via telephone.
The contractor must also demonstrate experience and expertise of the organization as well as the staff, ability to rapidly obtain and utilize all items necessary for properly maintaining the specified laboratory equipment/instrument systems in a timely manner consistent with both the best of commercial market practices and with the current OEM specifications.
Additionally, identification of all current and previous contracts performed within the past three years which are consistent in scope to the requirements identified herein is required. Proof of having the ability to respond quickly to emergent system problems is important.

Period of Performance
The resulting contract will be a Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) with an anticipated award date of April 6, 2024. The contract Period of Performance will be a base ordering period of five (5) years.

Place of Performance
The contractor shall perform the work required under this contract at the NIH Bethesda, Maryland campus and other NIH facilities within a 75-mile radius of the Bethesda, Maryland campus.
