Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent presence based on multiple NHTSA NCAP delivery orders awarded under the same general scope of full-scale vehicle crashworthiness testing and side air bag out-of-position (SAB-OOP) testing. Confirmed awardees include Calspan ($1,804,908; 05/07/19–05/06/26), MGA Research Corporation ($1,475,770; 05/07/19–05/06/26), Applus Idiada Karco Engineering ($1,106,545; 05/07/19–05/06/26), and Transportation Research Center ($840,332; 05/07/19–05/06/26), with prior work described as NCAP full-scale frontal rigid barrier impact testing and SAB-OOP testing under a competitive IDIQ structure. The current statement of work’s focus on full-scale crash tests (including frontal and side modes) and SAB-OOP testing aligns closely with the prior NCAP test categories and reporting deliverables, suggesting continuity of the same testing program requirements.
