This is the solicitation. Previous notices for this procurement are posted under SPE600-16-R-5X09. All further notices will be posted under this announcement for SPE600-17-R-0500. Proposals in response to this solicitation are due on November 14, 2016, at 1:00 p.m. Ft. Belvoir, VA time.

A pre-proposal conference is scheduled for October 19, 2016, at Edwards AFB, CA. Point of contact for the conference is Alexandro.Cano@dla.mil. Interested parties planning to attend should submit names, phone numbers, email addresses and company represented to Mr. Cano via email before October 13, 2016, 1:00 p.m. EST (See clause L-0006 L198).
This Request for Proposals is for Fuels Management Services, to include Alongside Aircraft Refueling, Operations and Maintenance (O&M) of storage fuel facilities, and Government-owned, Contractor-operated (GOCO) bulk and retail fuel services at Edwards Air Force Base (AFB), CA. Services include management, maintenance, and operation of Government owned fuel facilities and equipment as listed in the Performance Work Statement.
DLA Energy will follow source selection procedures in accordance with FAR 15.101-2 - Lowest Price Technically Acceptable (LPTA) for this acquisition. The expected period of performance is May 1, 2017 through April 30, 2021 (4 years) with one five-year option from May 1, 2021 through April 30, 2026, and option to extend up to six months from May 1, 2026, through October 31, 2026.
This acquisition will be Full and Open Competition (unrestricted). The NAICS Code is 493190 and the threshold for Small Business is $27.5 million in annual receipts. All responsible offerors may submit an offer for consideration.
